A dictatorship, with good local law enforcement, would be a safer place to live than in a country with no law enforcement at all. God, Himself established societal, civil, law enforcement for the safety and welfare of all those living in a "civilized" society. There was just one law commandment in Eden, "Thou shalt not eat of it". That first, single law was the Law of Obedience to God. When that commandment was violated, Adam and Eve suffered the penalty it specified. Later, the first Civil Law was instituted in Genesis. "And surely your blood of your lives will I require ... at the hand of man; at the hand of every man's brother will I require the life of man. Whoso sheddeth man's blood, by man shall his blood be shed; for in the image of God made he man." Genesis 9:5-6. This first Civil Law was given by God for the safety and life of every person and specified blood for blood and life for life to be administered, not by individual authority, but by a civilized society.
God's reason in authorizing punishment and death for blood shed and murder was that every hu man was created "in the image of God". So murder of a human, created in the image of God, is an attack upon man's Creator, God.
Finally, God gave us the Ten Commandments , five dealing with our relation to God and five dealing with our relations to others, to keep Civil Law and Order. One of those ten distinguishes the difference between murder and civil execution by the hand of those elected by societies to protect all civilians' lives and safety. The 6th Commandment commands, "Thou shalt not kill". That Hebrew word "kill" is ratsach and means murder. When Jesus quoted this 6th Commandment, in the New Testament, he said, "Thou shalt do no murder." Matt.19:18. In the chapter following the Ten Commandments, in Ex.21 the command is given to "cause to die" or "put to death" those who do things like pre-meditated murder and kidnapping. But these are not the same word as in the 6th Commandment, "Thou shalt not kill". Instead, it the the Hebrew word "muth" which means "cause to die" and it includes self-defence by Peace Officers and Civilians, if your life is in danger.
The New Testament restates the principle of Civil Law Enforcement in Romans 13:1-6 and even says that Law Officers are "ministers of God".
1. Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.
2. Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation.
3. For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same:
4. For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil.
5. Wherefore ye must needs be subject, not only for wrath, but also for conscience sake also: for they are God's ministers, attending continually upon this very thing.Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God.
