Depart Of Defence Official  Tells Congress Law Already Exists To Build Wall

A top Pentagon official testified before Congress on Tuesday President Donald Trump would not have to declare a state of emergency in order to direct the Defense Department to erect barriers at the U.S. border with Mexico.

GOP Rep. Vicky Hartzler of Missouri raised the matter with Under Secretary of Defense for Policy John Rood during his appearance before the House Armed Services Committee.

She pointed to Title 10, Section 284 of the U.S. Code, which authorizes the DoD to provide support for counter-drug operations, if requested by the appropriate federal and state authorities, CNSNews reported.

Among other provisions, the law allows for the “construction of roads and fences and installation of lighting to block drug smuggling corridors across international boundaries of the United States.”

Rood first acknowledged that the DoD has been providing support for counter-drug missions for decades and that support continues.

“As you correctly point out, Section 284 of Title 10 does provide the secretary of defense the authority, in performance of that counter-drug mission, such as blocking drug smuggling corridors, to erect barrier fencing, provide road construction, things of that nature, to aid in that counter-narcotics mission,” the under secretary said.

Hartzler followed up: “So you’re saying that Congress has authorized the Department of Defense to build a fence to counter drugs? That is already law?” 

“Yes, that’s right, if it meets that criteria in Section 284, yes ma’am,” Rood responde

Republican Rep.Mo, Brooks, of Alabama picked up where Hartzler left off, observing, “It seems to me that 10 U.S. Code 284 can be used by the president of the United States to direct the U.S. military to build a wall.” 

Rood replied, “You are correct, however, that that use of authority would authorize the secretary of defense to erect barriers, roads, fencing, those type of materials, to disrupt drug smuggling.”

“Does 10 U.S.C. 284, as you understand it, require the declaration of a national emergency before it is implemented?” Brooks asked.

No,” Rood said.

Brooks continued: “Has President Trump, to your knowledge, ever used 10 U.S.C. 284 to direct the military to build the wall that is necessary for border security?”

“No, not to my knowledge, Congressman,” the defense official answered.

Brooks then queried: “If President Trump were to direct the Pentagon, the United States military, pursuant to 10 U.S.C. 284 to build such barriers as are necessary to secure our Southern border from drug trafficking and international crime cartels, would the United States military obey that order?”

“If we judge it to be a lawful order, yes, Sir,” Rood replied. “And I assume it would be.”

On Friday from the White House, Trump placed the drug trafficking problem front-and-center in announcing his decision to reopen the government for three weeks, while a bipartisan group of lawmakers works on a border security compromise.

“Vast quantities of lethal drugs — including meth, fentanyl, heroin, and cocaine — are smuggled across our southern border and into U.S. schools and communities. Drugs kill much more than 70,000 Americans a year and cost our society in excess of $700 billion,” he said.

“As Commander-in-Chief, my highest priority is the defense of our great country.” the president contended. “We cannot surrender operational control over the nation’s borders to foreign cartels, traffickers, and smugglers.”

Trump concluded: “So let me be very clear: We really have no choice but to build a powerful wall or steel barrier. If we don’t get a fair deal from Congress, the government will either shut down on February 15th, again, or I will use the powers afforded to me under the laws and the Constitution of the United States to address this emergency. We will have great security.”

The Frustrated, Endless Effort To Eliminate A Creator From Creation

Ninety years ago, the first scientist presented a new theory that the "expansion" of the universe could be traced back to a single point when there was a "Big Bang. They one of them "hypothesized that the Big Bang intimated something similar to an instantaneous moment of "Creation". Then some old Bible Preacher rationalized that when God spoke the worlds into existence in Genesis one by His command, "Let there be....", there was surely a "Big Noise" as the entire universe exploded into existence. The point of beginning would have been the mouth of God as His word was spoken.

So, under this new, postulation, supposition, hypothesis... theory, since there never was a beginning of creation, there need be no Creator to cloud the issue.

The only trouble with this new theory is that a foundational precept of Christianity is that our Creator God had no beginning either, and lived and reigned eternally ... somewhere, which, I assume was in the infinite universe ... or somewhere in a different, spiritual dimension. They also, still believe in an expanding universe. But how does an infinite universe "expand". How do you get bigger than the endless infinity?

But, what do I know? I'm just an old, simple minded preacher who can't conceive of the length of eternity, the depth or height of infinity or the magnificence of God. They can't either so they just discount God all together. A great awakening is coming ... RB

Representative Mark Meadows, Republican of North Carolina has suggested a resolution for President Donald Trump that will leave Democrats in shamples

On Sunday, Meadows took to Twitter to suggest Trump and Republicans should use 10 USC 274/284, which would allow the construction of fencing without congressional approval.

“Democrats have made it extremely clear this shutdown is all about opposing Trump for them. It’s time to pursue other options. 10 USC 274/284 would allow for fence construction without national emergency. Protect our communities, build the wall, and forget unreasonable Democrats,” he wrote.

Below is a description of the law that Meadows referred to:

(a) The Secretary of Defense may, in accordance with other applicable law, make Department of Defense personnel available for the maintenance of equipment for Federal, State, and local civilian law enforcement officials, including equipment made available under section 372 [1] of this title.

(b)
(1) Subject to paragraph (2) and in accordance with other applicable law, the Secretary of Defense may, upon request from the head of a Federal law enforcement agency, make Department of Defense personnel available to operate equipment (including equipment made available under section 372 1 of this title) with respect to—
(A) a criminal violation of a provision of law specified in paragraph (4)(A);
(B) assistance that such agency is authorized to furnish to a State, local, or foreign government which is involved in the enforcement of similar laws;
(C) a foreign or domestic counter-terrorism operation; or
(D) a rendition of a suspected terrorist from a foreign country to the United States to stand trial.

Therefore they have just three options to deal with the debt and their lenders, (1) They can default on the debt, which would cause so much damage to them and our nation, here and abroad, that we would become a third world country. (2) They could revalue our 8000 tons of gold reserves in Fort Knox and the New York Fed ... from about $1,300 an ounce up to about $200,000 an ounce (Not a typo) and pay off the creditors with all our gold reserves. That would make a paper $100 bill worth nothing. But since our reserves haven't been audited since President Eisenhower, they probably aren't even there. (3) It appears that the Fed, and in collusion with other world Federal Reserve Banks, has already made their choice of this third option, which is a bait and switch enigma seemingly incomprehensible to the average person. As Churchill said, of Russia's intentions ..."It is a riddle wrapped in a mystery inside an enigma." I'm refering to a politicians trick which allows them to give their voting constituents everything they demand.... free. This enigma is so obscure to our thinking that we gullibly gulp it down like sweet but deadly antifreeze. It is the ability, without so much as a single silver dime backing up our currency, to print all the pseudo "money" politicians need, to cover their indulgent spending. It is that which got us where we are and that which they will continue to do to make the  payments on our national debt. Past Presidents had a choice to solve this debt problem, but Trump has inherited the paradox and has no choice now but to continue it. The only thing wrong with it is that each dollar bill they print or digitize makes every other U.S. dollar on earth worth less and therefore, everything we buy costs more. It is called inflation but it is really government stealing. It is the political trick which has destroyed many a nation and the unrecognized weapon of progressive Socialism, as in Venezuela, its latest victim. That is where we are now going. World Survey By Globalist Elites On Globalization, Global Warming And Wealth

The claim, by the World Economic Forum, that their worldwide survey shows that most of the world is in favor of Globalism, may or may not be accurate. The WEF is highly biased on the subject. But I wouldn't be surprised if most of the people in the world, being far poorer than most U.S. citizens, and hindered by their own forms of government, would like to share in the wealth and freedoms of more prosperous nations. But the WEF survey did not separate the United States from the great mass of poor people on the North American Continent which includes Mexico and Central America.

Both of which are 90% truly poor as compared to the U.S. which is only about 10% truly poor, and those are supported by government welfare. Poverty in Mexico and Central America is mostly due to corrupt and inept government, not the fault of the people, but in the U.S. it is mostly due to alcohol, drugs, mentality, youth, waste, and socialist politicians who vote to pay people not to work. To see true poverty in North America you will have go to drug/alcohol infested skid row or south of the U.S. border.  If you have water, electricity, a TV, a car,  2000 calories a day, and a place to live, you may not be rich, but you are not in poverty. If you are fat you are not starving. I was born into a home where we had one light bulb, no sewer system, tainted water, no TV, an old Model T Ford, lots of malnourishment, and no government assistance, but we were not poor. We were average Texans and proud of it. Much of Mexico and Central America is truly poor.

If the WEF survey had shown the United States of America results, separate from Mexico and Central America, our homeland majority would have "voted" for a continuation of our free and independent, United States, Constitutional Republic which our founders, and God, gave us.... Not Globalization... if indeed the survey was fair and honest.

PARIS (BLOOMBERG) - Maybe populist political movements don't have as much support as often presumed.    (They were enough in the U.S. to elect Trump and are a threat to World Liberal Leaders. RB)

The global public favours cooperation between nations, thinks immigration is a good thing and believes climate scientists, according to a poll of 10,000 people in every region of the world.

The poll was commissioned by the World Economic Forum (WEF) and will be discussed at panels at this year's meeting in Davos, Switzerland.

People in South-east Asia and Africa were the strongest believers in countries working together, with 88 per cent saying it's extremely or very important.    (These are among the poorest people in the world and we are not talking about "countries working together" but globalization. RB)

The least enthusiastic region was Western Europe, where 61 per cent held that view. In North America, the figure was 70 per cent. Worldwide, it was 76 per cent.   (Again, we are not talking about "working together" but globalization. RB)

A global majority of 57 per cent said immigrants were "mostly good" for their new country, but only 40 per cent of Eastern Europeans thought so.   (These nations have already lived under Communism RB).   Despite the continuing stand-off in the United States over building a wall along the Mexican border, 66 per cent of North Americans had a positive view of migrants.   (legal or illegal "migrants"? One theme where there's less optimism is social mobility, with only 20 per cent of Western Europeans and 34 per cent of Americans saying it is common to be born poor and become rich.   ( The term "Americans" can , and does, include all of North and South America. RB).

Across the world, 54 per cent have trust in climate scientists. But in North America, only 17 per cent do.    (Includes all of North America Continent... Meanwhile, WEF founder Klaus Schwab said the annual meeting remains relevant even though US President Donald Trump and other major world leaders have announced they would not attend it this year.

Mr Trump called off his attendance earlier this month because of the government shutdown, and as it extended last Thursday, also cancelled the planned trip of a US delegation, which included Treasury Secretary Steven Mnuchin, Secretary of State Michael Pompeo and Commerce Secretary Wilbur Ross.

British Prime Minister Theresa May and French President Emmanuel Macron also won't participate at this year's meeting.

Japanese Prime Minister Shinzo Abe, German Chancellor Angela Merkel and Brazil's recently sworn-in President Jair Bolsonaro will be the leaders topping the list of attendees at the Davos gathering which begins on Tuesday (Jan 22).

The planned meeting between US and Chinese delegations "was supposed to be one of the highlights this year", but there will still be about 800 participants from the US, "including the heads of the biggest companies", Professor Schwab told the Geneva-based newspaper Le Temps in an interview published on Saturday.

"We can also count on the presence of about 60 heads of state," he said. "This proves that Davos remains unavoidable."

Former Google and Uber engineer Anthony Levandowski founded AI-bases religion, The Way of the Future, so people can worship a “Godhead” robot that is a billion times smarter than humans.

And tech experts have said humans are likely to accept the robot as a higher being.

John Mitchell, a lawyer and AI expert, said human beings, in general, tend to “worship supreme understanding”.

Mr. Mitchell claims the same drive that compels people to believe in God and follow religions will work for Artificial Intelligence.

He explained: “We [believe] there must be some higher power that causes lightning, sunsets, and crashing waves – or at least speaks to the bottom of our beings, rather than ignore them as ho-hum background.”

Dr. Stephen Thaler, the President, and CEO of Imagination Engines and an AI and consciousness expert have claimed people will rely on AI to provide solutions to society’s problems.

“An AI would provide the equivalent of a ‘Messiah’ – having many orders of magnitude more processing elements than the brain, enabling it to gift us with solutions to the most daunting social, political, economic, and environmental challenges,” he said.

But some experts think AI will be so advanced it won’t actually want to be worshipped by people.

Author and consultant Peter Scott said: “I would expect the AIs that evolve in the next 50 years to be very rational and, if conscious, not want to be worshipped.

“If they have the human race’s best interests at heart (and God help us if they don’t) then they would want us to have as much right of self-determination as possible.

New GOP Legislation To Make Mexican Drug Cartels Pay for Border Wall

House Republicans introduced legislation this week that would allow the federal government to use money and property seized from Mexican drug cartels to pay for border security, which could potentially break the gridlock in Washington over funding a wall.

Following President Donald Trump’s Oval Office address on Tuesday night, Rep. Jim Sensenbrenner of Wisconsin announced his plans to reintroduce the Build Up Illegal Line Defenses With Assets Lawfully Lifted (BUILD WALL) Act.

According to a news release from the Republican, “This legislation would direct money and assets seized from Mexican drug cartels to be used to increase border security between the U.S./Mexican border.

“In addition to building a physical wall, the funding may also be used to construct other types of barriers or to implement technology-supported solutions where appropriate,” the release said.

Sensenbrenner argued his legislation offers a way out of the stalemate over funding the construction of a border barrier.

“This commonsense legislation will provide the necessary funding to completely secure our southern border and cut off the flow of gang members and drugs into our country,” he said. “Best of all, this can be done with minimal cost to the American taxpayer.

Sensenbrenner’s bill is being co-sponsored by GOP Reps. Mark Meadows of North Carolina, Jeff Duncan of South Carolina, Phil Roe of Tennessee, Rob Bishop of Utan, Bob Gibbs of Ohio and Jody Hice of Georgia.

Sen. Ted Cruz, R-Texas, has pushed similar legislation in the Senate.

Does Mexican Drug Lord El Chapo Guzmán Have The $14 Billion The U.S. Wants From Him?  (Reprinted from Forbes )

U.S. authorities are seeking the "forfeiture of more than $14 billion in cash proceeds from narcotic sales" that Mexican drug lord Joaquín El Chapo Guzmán Loera, the leader of the world’s biggest narcotics cartel, has allegedly earned over a 30 year-long criminal career, the Department of Justice said in a statement last Friday. Guzmán was extradited to the U.S. last week. 

Guzmán pleaded not guilty to charges of running a multi-billion-dollar drug empire in federal court in Brooklyn on Friday. He is currently awaiting trial in a lower Manhattan maximum-security prison. Guzmán twice escaped from prison in Mexico. 

The 33-page indictment against El Chapo, filed in 2016 at the U.S. Eastern District of New York, does not dissect the $14 billion. It simply says that upon conviction, the U.S. will seek forfeiture of any property or contractual rights derived from the continuing criminal enterprise, "including but not limited to at least approximately a sum of money equal to $14 billion in United States currency."

Blow to low carb diet as landmark study finds high fibre cuts heart disease risk.

Eating more fibre, found in wholegrain cereals, pasta and bread as well as nuts and pulses, will cut people’s chances of heart disease and early death, according to a landmark review commissioned by the World Health Organization. 

The authors of the review, which will inform forthcoming WHO guidelines, say their findings are good news – but incompatible with fashionable low-carb diets. 

The research is led by Prof Jim Mann’s team at the University of Otago in New Zealand, who also carried out the major review that informed WHO guidance on curbing sugar in the diet, leading to sugar taxes around the world. 

Sugar is a “bad” carbohydrate, but fibre is found in “good” carbohydrates such as wholegrain bread and oat-based muesli. However, the overwhelming backlash against sugar has led to popular diets that reject carbohydrates, including the fibrous sort that can, say the scientists, save lives. 

Mann told the Guardian that the research “does contribute to the debate considerably. Here we have got very strong evidence that a high-fibre diet, which for the majority of people is at least high-ish in carbohydrates, has an enormous protective effect – a wide range of diseases including diabetes, cardiovascular disease and cancer benefit from a high-carbohydrate diet.” 

But he said it would not end the “diet wars”, because there were so many vested interests involved. “It’s twofold. There is the commercial vested interest, which there is an enormous amount of from chefs and celebrity chefs and so on. And there is also the professional vested interest.” This included some doctors and scientists, he said. 

The review found that we should be eating at least 25g to 29g of fibre a day, with indications that over 30g is even better. Most people in the world manage less than 20g. 

Among those who ate the most fibre, the analysis found a 15-30% reduction in deaths from all causes, as well as those related to the heart, compared with those eating the least fibre. 

Coronary heart disease, stroke, type 2 diabetes and colorectal cancer were reduced by 16-24%. The results mean 13 fewer deaths and six fewer cases of coronary heart disease for every 1,000 people who eat high-fibre foods compared with those who do not. 

Minimally processed fibrous foods can also help people lose weight. “The randomised controlled trials involving an increase in the intake of whole grains showed reduction in body weight and cholesterol,” says the paper published in the Lancet medical journal. 

“Fibre-rich whole foods that require chewing and retain much of their structure in the gut increase satiety and help weight control and can favourably influence lipid and glucose levels,” said Mann. 

It was very difficult to have high levels of fibre on a low-carbohydrate diet unless you took fibre supplements, said Mann. And “there isn’t the huge body of evidence that we’re talking about” for supplements being beneficial, he said, adding that “it’s pretty well impossible” to get enough fibre from fruit and vegetables alone.

“This is the end of 50 years of researching dietary fibre. It is a defining moment,” he said. The research brings together population epidemiological studies and feeding studies and, he said, “we now know that fibre does things in the body which give us a credible explanation for how this works”. 

“We need to get this written in stone and part of people’s lives.” 

The review found only limited evidence that diets with a low glycaemic index and low glycaemic load protected people against stroke and type 2 diabetes. Glycaemic load is a measure of how much a food will raise blood glucose levels after eating it. Low GI foods may also contain added sugars, saturated fats, and sodium, say the scientists, which makes the link less clear. 

The researchers investigated 185 observational studies containing data that related to 135m person years, as well as 58 clinical trials involving 4,635 adults. For every 8g increase in dietary fibre eaten per day, total deaths and incidences of coronary heart disease, type 2 diabetes and colorectal cancer decreased by 5-27%. Protection against stroke and breast cancer also increased. 

Low-protein, high-carb diet may help ward off dementia Read more In a comment piece in the Lancet, Prof Gary Frost from Imperial College London said the analysis “provides compelling evidence that dietary fibre and whole grain are major determinants of numerous health outcomes and should form part of public health policy”. 

But only 9% of the UK population eat the large amounts of fibre outlined in the paper, he said, and “public health bodies face considerable challenges altering intake at the population level”. 

Other scientists backed the findings and said the public should eat more fibre. “It is a concern that the fibre consumption in the UK is on average, currently much less than [30g a day]. It is also worrying that otherwise healthy consumers who try to follow popular diets low in carbohydrate will find it very difficult to achieve a healthy level of fibre intake,” said Dr Ian Johnson, emeritus fellow at the Quadram Institute Bioscience. 

Prof Nita Forouhi of Cambridge University’s MRC epidemiology unit said the findings “do imply that, though increasingly popular in the community at large, any dietary regimes that recommend very low-carbohydrate diets should consider the opportunity cost of missing out on fibre from whole grains”. 

When it came to carbohydrates, she said, “the quality matters very much, over and above the debate on quantity. Wholegrain foods are typically high in fibre, and this research provides further evidence to highlight their importance and support a shift in our diets from processed and refined foods in the food supply chain towards more fibre-rich wholegrain foods.”
